Solid Waste and Recycling Enforcement
Monmouth County Health Department’s Solid Waste Enforcement Team (SWET) is authorized by the New Jersey Department of Environmental Protection (NJDEP) to enforce state solid waste regulations in Monmouth County. Scope of work includes compliance monitoring and daily routine inspections at the Monmouth County Reclamation Center along with 3 other Monmouth County solid waste transfer stations.
In addition, the team conducts routine inspections of all closed landfills, Class A recycling facilities, Class B recycling facilities, compost facilities, and farmland leaf mulch sites. The above sites conduct disposal and recycling activities involving household waste, construction and demolition waste, asbestos, processing and recycling of tires, concrete, asphalt, leaves, brush and tree parts.
Additional activities include recycling compliance inspections and waste audits at businesses and institutions throughout the County to ensure compliance with the Monmouth County Solid Waste Management Plan. SWET staff inspects all types of businesses regardless of size for compliance with state mandated source separation of recyclables such as cans, bottles, plastic and mixed paper. This includes random inspections of all educational and entertainment facilities, all retail stores, restaurants, manufacturing and distribution facilities, and professional offices.
SWET also has an established program to monitor solid waste haulers for compliance with regulations governing registration and transporter requirements as mandated by NJDEP. The SWET also handles all complaints related to solid waste dumping and disposal and recycling noncompliance.
The office located at the Reclamation Center in Tinton Falls is also one of only several NJDEP authorized locations where potential solid waste haulers can be interviewed and complete the application for the Exempt A-901 solid waste hauler license.
